Perks and rolls
There is truly not a bad sight option on this weapon, it all just comes down to preference and playstyle. Fastdraw HCS and Steadyhand HCS are nice, but can easily be swapped out with any of the other ones. Accurized Rounds is by far the best magazine perk, but Appended Mag and Tactical Mag increase the magazine size.
Ensemble is present on this weapon, but requires teammates for the improved handling and reload speed. For PvP there is Moving Target and Slideshot which help with lethality. Encore is also present, but getting more than two or three stacks can be difficult in PvP. Demolitionist in the first column is a great choice due to the perks available in the next slot.
Adrenaline Junkie is meant to be paired with Demolinist and is a solid damage-boosting perk. Multikill Clip is your alternative though it doesn’t have the same synergy. For PvP look for either Timed Payload or Opening Shot, as both help with accuracy when firing.

Is Judgment any good?
Being a 140 Hand Cannon, Judgment is one of the most versatile weapon types in the game. It is hard to go wrong with this weapon. It is one of the few weapons in Destiny 2 able to combo both Demolitionist and Adrenaline Junkie, which has been quite nasty since the rework.
Judgment drops from the Prophecy Dungeon, specifically the Phalanx Echo. Once it has dropped, it is added to the secret chest loot pool.
