Perks and rolls
Range and stability are the two stats you want to maximize to make your Third Axiom the most efficient. Additionally, any barrels that adjust recoil are great for controlling your burst. That being said, all the barrel perks are good, and will see meaningful use. For magazine perks look for High-Caliber Rounds, Ricochet Rounds, and Light Mag.
Feeding Frenzy is the only reload perk available on The Third Axiom in Destiny 2. However, there are some great neutral game options. Rangefinder is great for the extra range and it only requires you to aim down sights. Surplus is still a top-tier perk as long as you have abilities up. Other great options are Killing Wind, Moving Target, and Zen Moment.
There are plenty of damage perk options for you to choose from. For conventional kill-based perks, you have Rampage and Multikill Clip. Your other options for damage boosting perks are Headseeker and One For All, which are great in PvP and high-end PvE content respectively.

The Third Axiom is a solid pulse rifle to use in the current meta, specifically in PvE and when paired with the Unstoppable Pulse Rifle mod. The only downside is that its perk pool is super large, with 12 in each column, and it is not a very common drop. The Third Axiom pulse rifle drops from Strike activities.
